  creating snapshot

  Won't Fix

Bug description:
  If this needs to be under NOVA please advise.

  Running ice house on ubuntu 14.04
  When snapshot is created by a user in a project, the snapshot is not visible.
  Determined snapshot gets listed only to admin system panel, and must be made public for anyone else to see it.
  Should be listed to users project only, that created the snapshot.
