Title:
  For tenant user private image are not available in dropdown list when
  tenant user tries to create volume of of that image which is uploaded
  by tenant user only and this operation is possible through command
  line

Status in OpenStack Dashboard (Horizon):

Bug description:
  For tenant user private image are not available in dropdown list when
  tenant user tries to create volume out of that image which is uploaded
  by tenant user only but this operation is possible through command
  line.

  Find below steps to reproduce this issue:
  1) login using tenant user(should not have admin rights).
  2) upload image to glance.
  3) Create cinder volume
     1) select volume source image
     2) image which you uploaded using tenant user will not be visible in dropdown "Use image as a source" 

  But using command line its possible for tenant user to create cinder
  volume using private image. I believe this feature is missing in
  Horizon GUI
