[Bug 1766856] [NEW] wrong eni_path for debian

Public bug reported:

eni_path for debian is configured as /etc/network/interfaces.d/50-cloud-
init.cfg, but the file doesn't get used by ifupdown. According to the
interfaces manpage, the filename has to match ^[a-zA-Z0-9_-]+$. It works
when the extension .cfg is removed.

I'm using DataSourceNoCloud with a Networking Config Version 1.

** Affects: cloud-init
     Importance: Undecided
         Status: New
