Title:
  space before keyword in /etc/neutron/neutron.conf makes service fail

Status in neutron:
  Expired

Bug description:
  putting space before

    verbose = true

  will make

    systemctl status neutron-dhcp-agent.service

  to fail.

  Removing space will fix it, but this should NOT happen is this is
  plain text file (not Yaml or similar) and thus shouldn't make
  difference if there is space or not.
