    Fix functional tests gate
    
    With commit 88f5e11d8bf[1], neutron plugs new ports as dead vlan. During
    functional tests all the ports are untagged. So such tag should be
    removed during functional testing.

Title:
  vpnaas gate broken due to some cases in functional tests are always
  failing

Status in neutron:
  Fix Released

Bug description:
  From [1], the last verify+1 with green neutron-vpnaas-dsvm-functional-
  sswan is on May 2nd.

  All the test cases in the module
  neutron_vpnaas.tests.functional.strongswan.test_strongswan_driver.TestStrongSwanScenario
  are failing.

  With some investigation, this is caused by the neutron commit
  88f5e11d8bf [2] and a fix in neutron-vpnaas is required.
