  Multiple success messages sent to Azure Fabric if reboot occurs during
  pre-provisioning

  Fix Released

Bug description:
  In Azure's preprovisioning feature. During the poll IMDS phase, if an
  unexpected reboot happens and a report ready has been already been
  sent to Azure Fabric prior, we are sending another report ready after
  the reboot. This is not the behavior that Azure Fabric expected.
