    Change neutron CLI to openstack CLI in neutron doc
    
    neutron CLI is deprecated and will be removed in the future. Use
    openstack CLI instead.

Title:
  Neutron docs should use openstackclient commands

Status in neutron:
  Fix Released

Bug description:
  There are doc files in the neutron tree, for example, doc/source/admin
  /config-dns-int-ext-serv.rst, that still show the "old" neutron client
  commands instead of the new openstack client commands.  They should
  all be cleaned-up appropriately.
