    Assign project role to the user when the user is created
    
    In the angular create user form page, when the new user is created,
    the role selected by the administrator is not assigned to the user,
    which will result in the creation of the user can not log in normally.
    
    This patch uses the existing service, when the new user is created,
    then Assign project role for the new user.

Title:
  Users created with the angular user form can not login

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Env: devstack master branch

  Steps to reproduce:
  1. Set '"users_panel": True' in openstack_dashboard/settings.py.
  2. Go to identity/Users panel and Click 'Create User' button.
  3. Fill in the user's basic information and Submit form.
  4. Log out and log in with the user created by 3.

  The results will prompt: "You are not authorized for any projects or
  domains."
