[Bug 1783256] [NEW] Angular modal-form service should enable to show arbitary tab when opening dialog.

Public bug reported:

When openning dialog from action in Angularized table, there is no way to open the arbitrary tab on the dialog.
This means we can not open the arbitrary tab directly from action like the actions (e.g. Manage Member and Edit actions) on Django-based users table.
