[Bug 1783512] Re: Record user context when perform service actions
This sounds like an RFE, not a bug. This would be something to propose
as a small spec or a specless blueprint if it's simple enough.

Bug description:
Change 13e73cb7490fd74583c91b99dad288cd891dce59 added granularity to os-services API.
So that different service actions can be controlled for different users. As in usecase,
I could be possible that the user with largest capability would like to know who did
what kind of action to which service. So it might be good to save who did the action.
