[Bug 1785235] [NEW] metadata retrieval fails when using a global nova-api-metadata service

Description
===========
The nova-api-metadata service fails to provide metadata to guests
when it is providing metadata for multiple cells.
Steps to reproduce
==================
Deploy a a environment with multiple cells and a single
nova-api-metadata service. Requests by the guests for metadata will fail.
Expected result
===============
Guests would get metadata.
Actual result
=============
Guests do not get metadata, they get a 404.
Environment
===========
1. Exact version of OpenStack you are running.
$ dpkg -l | grep nova-comm
ii nova-common 2:17.0.5-0ubuntu1~cloud0 all OpenStack Compute - common files
2. Which hypervisor did you use?
Libvirt + KVM
2. Which storage type did you use?
n/a
3. Which networking type did you use?
Neutron with OpenVSwitch
