    Improved getQosPolicy error messages
    
    Added specific policy id to error message and other minor improvements
    to the functions including updating the related tests.

Bug description:
  Please improve error messages to be more helpful to the user. For
  example: to have human readable dates and know which policy the error
  message is related to.
