    Fix a failure to format config sample
    
    A help string of 'enable_consoleauth' is missing
    in nova/conf/workarounds.py.
    So formatting sample for enable_consoleauth is failed.
    
    This patch fixes it.

  The 'enable_consoleauth' config option is missing a help string.

  The sample generation is failed in etc/nova/nova.conf.sample.
