Public bug reported:

When a users creates a keypair in Horizon, but exceeds it's keypair
quota, the user is logged out instead of presenting a nice message.

Before presenting the login page, 2 errors are quickly shown, i had to
record the output to get those:

'Error: Forbidden. Redirecting to login'
'Error: Unable to the keypair'

When doing the same via the CLI the message 'Quota exceeded, too many
key pairs. (HTTP 403) (Request-ID: req-b40e7839-290b-
4b8f-a640-2fc23d71aa0e)' is shown, which is much more descriptive.
