  floatingip not found 404 PecanNotFound

Status in neutron:

Bug description:
  I am seeing this error often on Neutron side, I am not using
  floatingips, even blocking the action in the policies doesn't fix the
  issue neither.

  WARNING neutron.pecan_wsgi.controllers.root [req user id - default
  default] No controller found for: floatingips - returning response
  code 404: PecanNotFound

  Possible patch but in Nova:
  https://github.com/openstack/nova/blob/master/nova/network/neutronv2/api.py#L2155
