Title:
  Neutron-LBaaS v2: create loadbalance of 5 listeners, and add members
  to each pool, cost about 1 hour

Status in neutron:

Bug description:
  
  Test scenarios：Get an external IP for a kubernetes Loadbalancer. The service has 5 sockets, and 40 Members.

  
  The process cost about 1 hour. I found that it cost about 2 minutes to add all 40 members to the 1st poll, and 5 minute to the 2nd pool, 8 minutes to the 3rd pool 13 minutes to the 4th pool, 18 minutes to the 5th pool. 

  Question: Why does it get longer to add the same members to the pools?
