[Bug 1795180] [NEW] openstack client router list does not filter by domain

Kolla-Ansible (built from stable/rocky branch)
Kolla (built from stable/rocky branch)
CentOS 7.5 with latest updates
Openstack Client returns version: openstack 3.15.0
I'm not sure where to report this, so please reassign if it is more
appropriate elsewhere.
Using the openstack client, the --project-domain parameter is not being
used.
For example, running this as a cloud admin:
openstack router list --project-domain <domain UUID>
it returns all routers in the cloud. I would expect it to only return
the routers in the domain requested.
It appears the same problem occurs with:
openstack security group list --project-domain <domain UUID>
