  Unexpected API Error

Status in OpenStack Compute (nova):
  New

Bug description:
  First saw the issue in Compute page in Horizon, during Launch
  Instance, in Availabilty Zone it was showing error: "There are no
  Availability Zones.".

  Checked API logs, below error message was printed:
