Thank you for reporting this and making Ubuntu better.

This doesn't appear to be limited to the Ubuntu package so I've added
upstream horizon to the bug for their input.

  New
Status in horizon package in Ubuntu:
  New

Bug description:
  The error message returned by horizon is not clear. 
  For example, when the creator of a shared image is deleted, the other users will get an error message 'Unable to retrieve the project', but it is not clear.
