Title:
  User password guideline in keystone

Status in OpenStack Identity (keystone):
  Invalid

Bug description:
  While following installation guide to create new user [1], I got
  trouble while trying to use more complicated password with symbol. For
  example, "!" (but it is accepted if is located by the end of the
  password) and "'" symbol [2].

  The password is generated by pwgen application [3].

  I think we should have a guidance about password while creating user in this page:
