  Quality of Service (QoS) in Neutron (documentation) - only different
  types  rules can be combined in QoS policy

  There is a sentence that says "It is also possible to combine several rules in one policy:" and this is correct, but I think that we need to accent (inside this sentence or by adding note bellow it) that rules' type should be different, for example you cannot combine two rules if their type is the same, for example both of them are: "bandwidth-limit". 
  It's possible to combine "minimum-bandwidth" and "bandwidth-limit" rules' types in single policy.
