A minimum microversion description that is the same as the microversion
the API is newly added is redundant in parameters.

For example,
The "Force Migration Complete Action" API has been added since microversion 2.22.
The parameter description of "force_complete" has "New in version 2.22" description.
It is redundant and unnecessary.
