Title:
  Cannot change provider network type

Status in neutron:
  Expired

Bug description:
  After creating a network using "openstack network create --provider-
  network-type vlan testNetwork", Cannot change provider network type by
  using "openstack network set --provider-network-type vxlan
  testNetwork". And with "BadRequestException: Unknown error"

  The OpenStack version is Queens, and installed in a lxc container with
  the OS Ubuntu16.04 and in a All In One Manner.
