When using the Launch Instance form, the list of images is fetched when
the form is first launched.

For our cloud with many images, this process is very slow. It also makes
things more complicated when factoring in community images, where the
default list of images should be all available images to me, excluding
community.

Horizon should make a dynamic API request for the images when
searching/filtering the image list instead.
