Public bug reported:

If an administrator is adding a security group to a server and the
security group is not in the servers project,horizon deletes it again
when the user edits the instances security group.

Steps:

admin create security group common
server add security group common server-in-another-project
 
horizon login as user of another-project edit security groups on server-in-another-project 
Result the not visible "common" sec group is removed from server-in-another-project
