Description: 
Boot to OS, then connect Salomon TBT3 dock to SUT and find SUT will flash black screen. Disconnect Salomon TBT3 dock and find SUT flashes black screen again.


Expected Behavior: 
SUT doesn't flash black screen when hot plug/unplug Salomon Dock.

Notes:
1. VP on Northbay TBT&non-TBT sku
2. VP on Salomon single-c cable Dock
3. VNP on BME dock(REV-A05 Dock-114  FW:0.1.17)

Steps to Reproduce:
1. Install Ubuntu OS 18.04.1 LTS
2. Boot to OS and connect Salomon Dock to SUT,find SUT will flash black screen.-->Problem(refer to video)
3. Disconnect Salomon dock and find SUT flashes black screen again.
