  after replug HDD to SUT (FR:100%)

  Description:
  Connect TBT3 HDD and mount the device,Unplug the TB3 HDD, check the "TB3_HDD" disappears from the desktop;Then plug back the TB3 HDD to SUT, Find the "TB3_HDD" not appears on the desktop.

  Expected Behavior:
  Replug the TBT3 HDD to SUT,the "TB3_HDD" appears on the desktop

  1. VP on other northbay TBT SKU

  Steps to Reproduce:  
  1. Connect TBT3 HDD and mount the device;
  2. Then unplug the TB3 HDD;
  3. Check the "TB3_HDD" disappears from the desktop;
  4. Plug back the TB3 HDD, Find the "TB3_HDD" not appears on the desktop.-->problem
