  Install and configure controller node for Ubuntu in nova

Bug description:
  Hi all,

  I can't install nova-novncproxy and nova-placement-api when doing the follow command
      # apt install nova-api nova-conductor nova-novncproxy nova-scheduler nova-placement-api
  It will show "unable to locate package nova-novncproxy" and "unable to locate package nova-placement-api"

  It there any way to fixed this?
