the generic group feature superseded the consistency group in cinder,
and horizon support the generic group in Rocky release. This problem
does not exist in the generic group support in horizon. In favor of the
generic group, we don't fix it. (Note that the consistency group support
is marked as deprecated in Stein release and will be dropped in Train
release.)

  OpenStack Mitaka (RDO all-in-one)
  openstack-cinder-8.0.0-1.el7.noarch

  [Step]
  1. Create consistency group by OpenStack dashboard.
  2. Create 2 volumes(volume1&2)
  3. edit consistency group:A and select volume:1 device
  4. Create another consistency group:B
  5. Manage volume with consistency group:B

  [Result]
  User still could select volume:1 in available volumes page.
