  Login twice after 'service apache2 restart'

Status in OpenStack Dashboard (Horizon):
  Confirmed

Bug description:
  After restart Apache/Horizon I need to login twice.

  Step to reproduce:
  1. Go to login page
  2. sudo service apache2 restart
  3. Log in as admin. After that, you will be redirected back to the login page
  4. You need type login and password one more time

  Expected behaviour:
  After restart I should type login and password only one time
