Title:
  user_data configuration did not succeed

Status in cloud-init:
  Expired

Bug description:
  I have installed cloud-init 18.04 in CentOS 7.4 virtual mechine. Using
  configdrive to save metadata and user-data.

  When I change hostname in metadata.json and password in user_data,
  Then rebooted my vm. Hostname changed successfully but user_data seems
  not execute.

  My user_data content as follows:

  [root@vm latest]# cat user_data
  #!/bin/bash
  echo "root:abc123" | chpasswd

  
  I have try to reinstall cloud-init 18.03, 18.02,all results are the hostname configuration succeeds and the user_data configuration fails.
