    Revert "Skip ovsdb_monitor events for ports with ofport=-1"
    
    This patch cause some race condition in neutron-ovs-agent
    and tempest-slow job was failing quite often.
    Please see related bug report for details.

  tempest-slow tests fails often

Bug description:
  In most cases tests from tempest.api.compute.volumes.test_attach_volume.AttachVolumeShelveTestJSON module are failing in tempest-slow job.
  Example of failure: http://logs.openstack.org/84/631584/2/check/tempest-slow/fcb7332/testr_results.html.gz

  I think that it happens because of
  https://review.openstack.org/#/c/631584/ and it is probably some (yet
  another) race condition :/
