  On create flavor form, modify the ID prompt information

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  On create flavor form，The ID message is "Flavor ID should be UUID4 or
  integer. Leave this field blank or use 'auto' to set a random
  UUID4.",However, if the ID is a decimal number such as 9.9, the flavor
  can still be successfully created.
