Today mapping rules for federated users have to be created by system
administrators. As public clouds evolve and host more and more
enterprises, system administrators will want to be able to delegate this
responsibility to the domain administrator for a particular domain so
that they can create their own mapping rules for access to their own
domain.

This falls in line with OpenStack's technical vision of self-
serviceability.
