Public bug reported:

We don't have any API and/or scenario tests for port forwarding feature.
We should add them and enable port_forwarding service plugin in our jobs.

Devstack plugin for port_forwarding was added in
https://review.openstack.org/#/c/617045/ but it isn't used in any of our
jobs currently
