  centos 7.6 clean instillation error

  Invalid

Bug description:
  i try to install openstack last 3 versions (rocky,queens,pike) in new
  centos 7.6 using packstack or devstack and everytime i face error
  "can't authenticate" after checking mariadb logs i find the below 2
  lines

  packstack error : Error: Failed to apply catalog: Could not
  authenticate
