    Cinder generic group implementation accidentally used
    quotas.tenant_limit_usages() which was removed by
    https://review.openstack.org/#/c/526703/.

  Since https://review.openstack.org/#/c/526703/

  From the page project/volume_groups/ when clicking on 'Clone Group' or 'Create Snapshot'
  Or from the page project/vg_snapshots/ when clicking on 'Create Group'

  we get this:

      Recoverable error: 'module' object has no attribute
  'tenant_limit_usages'

  This is because the method has been removed :
  https://review.openstack.org/#/c/526703/8/openstack_dashboard/usage/quotas.py

  Affects master and stable/rocky
