[Bug 1819951] Re: Horizon enables consistency groups by default
The consistency group support in horizon is marked as deprecated in
Stein release (and it will be dropped at the beginning of Train
development cycle). Considering this situation plus the fact that we
cannot backport it to the existing stable branches (commented in #5), it
sounds less sense to change the default policies *ONLY* in Stein
release. Let's mark this as "Won't Fix".

Bug description:
For volume consistency groups, horizon has a separate policy file that
was added on commit 8520b4dd569330653cdd5006cbf2b5d629662e88. This,
however does not reflect the cinder implementation, which disables
consistency groups by default, so when horizon is deployed, volume
consistency groups tabs are enabled by default.
