  module:config isn't finishing, stuck after locale configuration

Status in cloud-init:

Bug description:
  Hi,

  1. AWS
  2. 0.7.5-0ubuntu1.21
  3. user data is a simple script with "echo test" in it
  4.

  Under AWS, Ubuntu 14.04, some times cloud init is being stuck after
  the "modules:config" part like this:

  ```
  Cloud-init v. 0.7.5 running 'init-local' at Tue, 30 May 2017 06:36:43 +0000. Up 21.80 seconds.
  Cloud-init v. 0.7.5 running 'init' at Tue, 30 May 2017 06:36:51 +0000. Up 30.13 seconds.
  ...
  Cloud-init v. 0.7.5 running 'modules:config' at Tue, 30 May 2017 06:36:59 +0000. Up 37.66 seconds.
  Generating locales...
    en_US.UTF-8... up-to-date
  Generation complete.
  ```

  And thats it.
  It does not continue to the "modules:final" part and thus not running any user-data scripts.
