Public bug reported:

Even if there is no any floating IP created in external network, "fip" namespace is created on all compute and network nodes for dvr router with external gateway set.
In case when user don't want to use floating IPs but only SNAT, it is "waste" of (possible) many external IPs used for "network:floatingip_agent_gateway" devices.

Also fip namespace should be (probably) created only on compute nodes as
on network nodes it isn't necessary probably.
