Today L3 and DHCP agents a single interface driver to plug a DHCP/Router port to the
underlying fabric.

This RFE proposes to introduce a per-physnet interface driver that delegates
the operations to underlying interface drivers.


A spec will be submitted to discuss use-cases and propose changes.
