BGP Documentation Updates
This change updates the documentation for neutron-dynamic-routing
to reflect recent enhancements in DVR compatibility and use of the
openstack CLI instead of the neutron CLI.

Bug description:
The BGP dynamic routing config doc at doc/source/admin/config-bgp-
dynamic-routing.rst in the neutron tree uses the deprecated neutron
client in it's examples. It should use the openstack client is
possible, looking it seems like all the options are supported there
now.
