[Bug 1838621] [NEW] [RFE] Configure extra dhcp options via API and per network

Currently in Neutron DHCP agent we have config option "dnsmasq_config_file" which allows us to define path to dnsmasq config file with some extra dhcp options.
Problem is that this file, with same options always, is used for every network hosted by dhcp agent. There is no way to provide possibility to set extra dhcp options per network.
I think it would be good to add API extension and extend neutron's
network resource with new attribute "dhcp_extra_options" which would
allow to configure those extra options "per network" instead of per
agent.
I propose to still make possibility to use "dnsmasq_config_file" if an
cloud operator would want to force to set some dnsmasq options for all
networks and additionally add config options configured per network in
network object.
