So after restarting bind9 things work again - dns lookups in petitboot shell, netboot installs (incl. d/l of the installer files), and also MAAS commissioning.
Not sure what caused bind9 to run wild.
Would be nice to have an option to restart some selected services (like DNS) from the MAAS GUI (as admin).

Bug description:
  While trying to commissioning bobone (P9 withersppon machine with
  OpenBMC in Server team's MAAS) the PXE phase ended with the following
  cloud-init error (shown at sol):
