In the Networking Guide back in Kilo
https://docs.openstack.org/neutron/latest/admin/config-ml2.html there
was a section on L2 population. This section no longer exists, and
nothing similar is in existance.

As a replacement, this blog post was used in the documentation:
https://networkop.co.uk/blog/2016/05/06/neutron-l2pop/ as per this
review: https://review.opendev.org/#/c/676920/

It would be best if this knowledge could be transferred.
