Title:
  Edit keystone.conf not effective in devstack

Status in OpenStack Identity (keystone):
  Invalid

Bug description:
  I installed a devstack.
  I edited keystone.conf, add expiration=7200 at [token] section.
  then "service apache2 restart"
  but it seems not effective, token's expires_at is still 3600 by default
  Did I miss anything?
