    Ignore fwg which has no ports when restarting l3-agent
    
    When restarting l3 agent, it will detect whether the
    router is updated. If the port in the firewall group is
    not updated, it will also change its status. This patch
    skips updating the status of firewall group which has no ports.

  firewall group status  error when restart

Status in neutron:
  Fix Released

Bug description:
  1. Firest I run openstack system with fwaas_v2,I create a virtual route
  2. I craete a firewall group without binding any route_interface,the status of the group is inactive
  3. but when I restart neutron-l3-agent,the group is changed to active
