Public bug reported:

We use Apache Cloud Stack. Since we move to Ubuntu 18.04 it's not
possible to change default password of the user.

The only issue I can see in the logs is that /sbin/restorecon can't be
found, indeed there is no such binary, even if the package "restorecond"
is installed.
