Title:
  Link local route coming up too late

Status in cloud-init:
  Expired

Bug description:
  We have found in later versions of cloud-init that the link local
  route is coming up too late and we are retrieving metadata from the
  gateway, in our case the firewall, as that's where the link local
  traffic is being routed. We also noted that cloud-init is running
  twice, once when the machine is first booted, and again when cloud-
  init is upgraded after a second reboot.

  Pinning to an older version of cloud-init does not have this problem.

  I can provide much further detail as required, this is just the
  "concept" of the issue.

  Cloud provider is AWS

  As I've pinned the version of cloud-init I cannot readily provide you
  with output and logs, but if this is not a known bug I can definitely
  'un-pin', create a new build and provide you with the information.
