I didn't think nova had any documentation about the rescue operation but
found that it's hidden in the reboot user guide:

https://docs.openstack.org/nova/latest/user/reboot.html

Ironically that page has more documentation about rescue than it does
about reboot. We should likely split the rescue docs out into a separate
user guide reference page.
